I think giving foreign aid to some nations might be counterproductive. Instead of helping those in need, people will actually suffer more by giving foreign aid. Most of the time, people suffering from hunger are those living in a very corrupt government. Which is why most of the aid goes to the corrupt leaders. When a corrupt leaders gets foreign aid from other countries, they often stay in power longer by getting money to reward their essential backers or by bribing high ranking military officials to fend off any dissent. This in turn makes the people living in those country more miserable by making corrupt leaders stay in office longer.
