Generally in this situation, once you've moved onto explicit talk, you gotta make a move first, you can't talk your way into her making the first move if she's not that kind of girl. So once you're that far in, I recommend just touching her thigh to gauge reaction. If she moves away, you weren't getting laid no matter what, if she didn't, continue to steps 2-4 which are, in order:
