i advise you do research into the best food for pigeons, since i'm pretty sure bread actually isn't good for them and healthy birds will breed more/live longer.
birds are actually pretty smart, even pigeons, so make sure you pick a place and stick with it (you can also keep a schedule, whatever works for you but if possible just after dawn and just before dusk would be the best times to feed them.
if possible, do this in a grassy area. unless you want to be even more evil and promote sidewalks covered with pigeon shit.
