I just went with the GTX1070 and an i7, and I'm fine for the next 3-4 years at least.
There is ALWAYS going to be drops in prices and better power, but getting 'upper mid or lower high tier' always works best for me.

CRT monitors are actually making a comeback right now.
Since they operate with an analogue signal the resolution is potentially far higher than 4k and the heat conduction in the cathode material rn is far better so they consume less power tham they used to.

I'm quite enjoying my Dell Ultrasharp 1440p, it was moderately priced - has great colour accuracy. Only 60Hz though if you're really into FPS games or whatever.
Go with whatever is the best option and whatever you can afford.
Personally am gonna upgrade to a 1070 somepoint this year since my 9970 is starting to struggle a little. I'm tempted to get a 1080 but I just can't justify it for the games and the amount of gaming that I do so I think a 1070 will more than meet my expectations

Get a decent 1600X/RX580 or 7600K/GT1060 rig and you're good for the next 3-4 years if you are happy with 1080p@50-60fps on high with most titles and medium for resource hog games or late in that period.
Get a 1800X/Vega or 7700K/1080Ti rig and you'll have spent twice the money for 4K gaming, not counting the monitor.
If you go with option 1 and invest that money or just leave it in your drawer - you'll be able to buy a decent 4K rig in 3-4 years for it.
So you get 6-8 years of decent performance or 3-4 years of excellent and 3-4 years of okay performance.
