The only way to fund something like universal basic income at a level that would actually be an improvement over existing programs would be to raise tax rates on corporations and the extremely wealthy by a substantial margin. It's been done in the past, even outside of wartime, but it's hard to imagine Congress approving anything of the sort when the campaigns of every senator and representative are funded by the very people whose incomes this would target.
Republicans point the finger at the poor and at people of color, calling them leaches who steal a piece of the pie that they don't deserve, and their predominantly white voting base keeps reelecting them to cut social programs that they themselves benefit from. In their moral outrage they don't realize that the disadvantaged are just a scapegoat, and the real problem isn't that they're taking a piece of the pie, it's that the ultra-rich are keeping so much of it to themselves to begin with. We're all disadvantaged compared to them, and fighting over their scraps is a losing strategy.
All of which is to say: what the hell is the executive branch, no matter who's at the head of it, going to do about funding a basic income initiative?
