As much as it irks me to say so, age of consent is very subjective and dependent on culture. I've known teenagers as thoughtful and responsible as adults, and adults as thoughtful and responsible as teenagers. I could see reasoning to lower it to 13, or raise it to 25. Really, it just depends on what the largest mass of proles in your given culture think.

Perhaps it should be based around when it seems like a good idea to give a person that much free will. I'd personally say around 14 or 15. Alternatively, perhaps with parental permission.
