You put in some effort. You did the right thing. She either is rejecting the date or she really does remember a prior commitment. Either way, it's pointless to be upset that someone, who wouldn't be a good partner for you anyways, doesn't want to date you. Here's how I would proceed.

Let it roll of your back as you remember there are other women you could give your time to. If she wants to have a connection with you then she'll make the next move. You even let her know that it's up to her now to make approach you. So, forget about her and focus on your goals and other potential partners. If she invites you to go do something, don't even waste your time wondering if she likes you. Accept her invite if you want to experience that activity. She's a dead end unless she shows herself to be different through communication.
