The same thing happened to me in uni with my gf at the time. I just used some regular hand moisturizer and it went away pretty quickly. The skin stays kind of callus for a while after.

I think this looks like jock itch. If I were you, I'd go to the pharmacy and get some miconazole cream, try that for a couple days and see how things go. If that doesn't work, then I would go see a doctor.
