How would one go about launching a website for 3000 people without

What kind of website is it?

Just get a VPS for $5 a month and you're good, 3000 users are nothing.

I'm only now learning html and css, haven't even touched Javascript or php, so I don't expect to launch it anytime soon.

Don't make the forum from scratch. It's like building the wheel all over again. You're most likely going to follow some tutorial where they teach you to build the whole thing anyway. So it's pointless unless you're strictly doing it for educational purposes.
