I learned to swim in school. They would take us to the local swimming baths every tuesday, as part of PE. So everyone learned to swim.
Ever since that place closed down, and been demolished, the school doesn't bother sending the kids swimming anymore.

Even in your country with lots of rivers, I bet there are still people, born and raised there, who can't swim. They might have gone for a dip in the river but didn't bother trying to swim.
