No, people do have natural talent. There are loads of people who put in massive effort and even try to compete in their passion but the get beaten by some guy who half-asses it but is significantly better because he has talent.

I know physical sports are a bit different, but most of those are still heavily based on talent. You could train harder than every athlete combined but you won't win the Olympics unless you have that natural, talented edge.
