4chan was from the start dedicated to anime, and still has an overwhelmingly disproportionate amount of boards dedicated to anime and similar subjects. Boards not related to those subjects were slowly added over time because the users also want to discuss those topics too.

You can get banned for posting anime if it's off-topic. The fact that this is an anime site doesn't mean you can make an anime thread on any board, unless the thread is related to that board. /k/ for example has threads about gun/military themed anime.
