Nah, it's more so magazines said, 'It's okay to let roots show.' Before that, women would come back sometimes as close as 2-3 weeks apart to make sure nobody would see their roots. This was back in Marilyn's day up until maybe the 90's. It's not deliberately done. No one just bleaches half their hair and leaves the roots dark. It's more so it's not considered improper anymore not to maintain a hair color.
