Getting a haircut should be the biggest thing, or at least just brushing your hair well.
Next off you could try and maybe get some glasses or fake glasses if your eyesight is already ok because you have small eyes and having glasses would make them less noticible.
Also, learn to take flattering pictures of you because this isn't a very flattering one, and to find a neet girl chances are it's online, so it's quite important to look good in photos.
