I get what you are saying anon, there are a lot of brutalist buildings which just look depressing.
But when brutalism is done right I think it can be quite impressive.

while I agree with you that a brutalist building wouldn't look good if it wasn't the central building in an area, I think a larger factor that makes brutalist buildings look like shit is complications in the design
you really can't have both burtalism and windows, it can't just be a traditional designed building except made of concrete
Salk institute is one example of brutalism that I like - although the buildings are still very open there's a simple, concrete slab that makes up the sides of the buildings, and when looking out towards the ocean it looks, almost powerful I guess. I like salk institute.

compare that with something like geisel library, also at UCSD, which frankly looks like garbage.
Having an open air type biulding with large windows can work in brutalist but it can't work the way they tried it in boston city hall or geisel. It can't be like a normal building
