Civilisation happens when lots of people join forces. The sparse African landscape meant that it was more appropriate for Africans to remain tribal and spread far and wide across the land. Hence they never had enough concentration of manpower to really achieve anything.

It's basically just geography. You will find primitive tribes in all hostile parts of the world, not just Africa. And in the few places in Africa where people could actually live in large groups together, civilisation did occur.

I dunno, but it's pretty unfair to equate the achievements of Rome to all of Europe. Germany was basically that exact picture of Africa but with more trees in the background until the Romans came along. Hell, even England was the same way but they jerked off more about Romans "civilizing them" than the Germans did.

If I had to make an educated guess based off of what we know so far I'd say that the "primitive societies" in the past just had access to a greater abundance of disposable material. Germans, of course, built large societies and were pretty well civilized before the Romans but the fact that they built everything out of the wood that was abundant around them means that whatever they built was gone. Same thing with the Native Americans, Aztecs, etc. A lot of the societies we laud as being "more civilized" than others just had the luck to build their societies primarily out of stone and other easy-to-store-over-time materials instead of other things like wood, reeds, etc.
