I barely know anyone, let alone people who smoke weed. The times I've actually smoked were either sheer luck or I was in Europe and it was offered to me at a party.

Basically, yes. If someone says no, move on, and you should be able to spot a druggie pretty easily.
A NEET approach to drugs is to order pizza, ask the guy if he smokes. Maybe try to be "cool" or subtle about it with like, a puffing motion. Say your guy flaked, and you're looking for one. Repeat every time you order pizza or anything delivered (other than Chinese...Slants no Riley the drugs).
