Well I would research the most successful school shootings (if you can call them that) you can find, and pull off what was most successful, while avoiding their failures.

they dont have the resources to monitor everyone and more often than not your case will get direvted to some wagie who will just dismiss it at a glance
the problem they have to deal with when monitoring potential school shooters is that virtually every kid could become one and most teenagers dont have a lot of criminal records or psychiatric evaluations which are the main leads for stopping terrorists
