Turn the NEETs into fuel for the war machines -- make them cannon fodder for the benefit of mankind.

Government supplied communes. The government will pay for whatever is needed to begin and educate the NEETs in how to make a self sufficient society for a period of 24 months, then beyond that it's in their own hands.

Re-education camps and conscription. The neets will be transformed into nationalistic soldiers that will cleanse Europe of rapefugees, SJWs and degeneracy. After that the neets will become educated workers with a strong European identity, willing to fanatically protect Europe and to raise new generations of ubermench.
