Without something like Tor, or a proxy/VPN, yes they can.
If you are browsing a website through HTTPS they will not be able to see anything you send/receive with the website, they won't know what your browsed on the website, they will only know that you're browsing that website.
Without HTTPS, they will be able to see every single thing you view and post on the website.
