You can remove the "cultural" aspect by keeping black populations below 1%. At this rate, people are forced to integrate. Another benefit of this strategy, with % that low, interracial relationships will occur and the genetic disparity will be solved within a couple generations.

For America this is obviously fucked (albeit the black population is shrinking in % due to other immigrants and low birth rates). So your second best step would be to take aim at societal trends glorifying thug culture. You can see black/white relations at an all-time low following 8 years of Barack Obama with unprecedented affirmative action and support for black violence. This is not a coincidence, and the consequences are not specific of blacks or indicative of their supposed inferiority: people as a whole take the easy road. Free passes encourage mediocrity. Vicious loops form and become extremely hard to escape (not unlike the average NEET sitting in their room all day, who has no real disability but can't fathom catching up with everything he's missed up to this point).

Besides institutionalized advantages and their backfiring, there's the overrepresentation of thug culture in media. Popularity of black entertainers (athletes or singers) acting ghetto is anything but organic. The people pushing this are businessmen who are not black and know very well what they're doing.

It's hard to think of a realistic solution to the problem. You can't outlaw this stuff. There are too many interests benefitting from blacks as a slave class. Your best hope is to make the whole thug culture uncool. It takes a lot of effort for a result you can hardly see, but there's not much else to do. Positive changes on a whole community take time.
