More of an action game with RPG elements.
Actually it shifts genres regularly, but you'll mostly be playing Meteors, Starfox and a Action RPG.
Story and music are 10/10, for someone like me, that's enough to sell it. As far as gameplay is concerned it has its flaws but its solid enough. As someone who got it on PC, I strongly urge you to either play it on the Ps4 or get a controller if you can. Keyboard and mouse is doable but you better be fucking deft with that thing. I am suffering hell right now because of that.

If you want to avoid spoilers, stick to the first level. The "Intro" will give you a good idea what your in for. A word of advice is play the Intro on Normal and the main game on Hard. You'll understand why if you watch someone play it.

Its 60$ (at least in amerifat land) and yes. There will be a lot of feels, but most of them will be on subsequent playthroughs.
I should explain how this works because I assume its your first Taro game. Each play through of the game is different. A lot of stuff is the same but enough changes right off the bat to make it interesting. Minor spoiler (Its probobly been spoiled for you.) but on the first playtrhough you play as 2B and on the second you play as 9S and a lot more is added to the story. Little details from your first playthrough will jump out. It probobly sounds tedious but the only tedious part is the side quests.

You are right that this would be my first Taro game. That hadn't been spoiled for me but I'm glad you told me because that makes me want to play it quite a bit more. How is the replayability past the second playthrough(if you know)?

There is still more to do. 26 endings, though 21(?) are Joke ends that dont actually end the game. Five main endings. There is also a super boss who will rape you if you can find him. A few easter eggs scattered around. (there is a godzilla enemy I only just recently found) I feel like it was worth the price tag.

It cues you into a lot of things, but is hardly necessary. One character becomes a lot more sad if you played Nier first, but it's a sidestory thing and not relevant to the main plot.
