I do and have done. It's usually not worth it. I have never started up a conversation with a stranger that ended with friendship, and quite a lot of strangers don't really want to talk. On the other hand, if you start up conversations with servers and bar staff often enough, they sometimes get to like you enough to give you discounts. Gotten into a few gigs for free this way.

I don't because I assume that most people don't want to be bothered by a random stranger. I usually don't like it when strangers start talking to me, and I don't see why I should talk with random people (except for acquiring social skills, maybe, but in the end it's not worth it).
