Sorry to say but most of it is predetermined in genetics, hormones can do wonders, but miracles are harder.

That being said though, there are also masculine women that look fine, the trick is knowing your body and limitations, strengths and weaknesses.

Example: Fat people shouldn't wear bold colors because they're not slimming, asians arent as good with certain shades of yellow, etc.

The first and most important step is chest resonance.
Speak with the back of your throat and your neck, not with your chest. Ever.

Talk at the highest voice you can without going into falsetto, then slowly lower it to where its a the highest it can be without hurting. That is your first vocal range.
Start talking to yourself. Talk always in that to yourself. Sing in the car, speak your thoughts, read aloud in your room or in the shower. Constantly. Your voice box is something that can be trained and worked out, the more you talk at that pitch, the easier it will become to maintain that pitch. Once its comfortable and normal around there without sounding like a falsetto tranny, you should be able to talk at an even higher register now. Rinse and repeat until desired vocal range is reached.
