no i think he's talking about soundcloud rap like suicideboys or whatever. imagine pale, gangly white boys talking about killing themselves over airy beats. this is incredibly popular on some specific subset of the internet
i don't think they would consciously refer to themselves unironically as "emo" (and they aren't into the same kind of 'goth' aesthetics per se) but there are a lot of similarities

people are absolutely still mad about hipsters but the definition of hipster was always so vague that the "hipster" people are upset about in 2017 is mostly unlike the hipster that people were upset about in 2012
insofar as "hipster" is a stand-in for "person i don't like" i think it'll always be something people like to rail against
"emo girls" definitely continue to exist in high school, which is where they have always existed.
