here's what's probably going on
>go into washroom
>check hair/makeup
>make small adjustments
>go to stall
>have to use those seat cover things
>have to relax
>urinate/defecate/menstruate
>have to wipe themselves generously because smelling bad is the worst sin a woman can commit
>reapply tampon/pads or whatever if they're on their period
>leave stall, wash hands and adjust your makeup/hair again if you didn't before
it's worse if they have a friend and are at a social gathering because then they'll talk for 5-10 minutes. it also doesn't help that some women will go to the washroom just to check their hair/makeup.
