There was a very brief window for a cyberpunk-style hacker underworld to develop that would actively oppose corporate (it's mostly corporate more than state) surveillance and other things, but the corporations won by nipping it in the bud and turning it into a joke.
That's the best way to deal with legitimate criticism. Turn it into a joke. That's how conspiracy theorists were dealt with.

No monkey. It's not a tiger in the bushes. It's everyone turned into a prisoner as a right of passage, and those that don't break laws end up higher class. The point of watching us is to incriminate. But it's already happened. The prison system is already fucking everyone by being the largest in the world by our smaller population anyway. After the poplation of prisoners started multiplying by ten year periods, then they uped the watching even more. Think about it. Build a wall around the land of the free of which so happens to have the highest crime rates and most populated with cimrinals. There are even for profit prisons. Captialism devolves into feudalism. Too much of a mind of your own and you get to be a lower class citizen with no power. No mind of own, your a tool anyway so, ya get it.

The state has always and will always push and expand past any boundaries set in front of it. It doesn't care if invading privacy is "bad", if it can it will. It doesn't care about legal reforms, it will obfuscate and hide away it's operations. The only true solutions we have available to us are a completely demolition of the state, so that it can't utilize the potential of technology to spy on the people, or a mass degrowth away from the technology that allows it to do so.
The former is a much better option, but a collapse is a good plan B since it's inevitable under the current order anyway.

No meaningful progress is being made. The violences perpetuated by the US government haven't slowed down since WWII. Neither party has any interest in limiting the power of the state, because it's their own power they would be limiting, even if they aren't in the presidential office.

the "criminal justice" apparatus of the state has been interested in mass surveillance ever since it became possible. this predates bush and obama. it predates cointelpro.

you've gotta take it back all the way to socialist/anarchist agitation in the early 20th century to see where it begins

the thing is that every single president and major agency head has been complicit in advancing the surveillance agenda because it makes complete sense if you're in charge of a lot of people--you want to know what they're up to. the more privacy "the people" have from the government, the less able the government will be to (in an optimistic sense) respond to the will of the people and (in a pessimistic/realistic sense) control and minimize dissent. it's a self-preservation tactic

we see it more now because the advent of digital information exchange has made surveillance MUCH easier--it provides a convenient archive and allows you to conduct passive surveillance, where you pretty much log everything anyone ever does and then search your database as needed. you don't need to have fbi agents steaming open envelopes anymore, you can store the information in massive data vaults and have algorithms search for various keywords, phrases, etc. as needed.

"bush did it" or "obama did it" is completely meaningless. the system was in place long before them and they did nothing to curtail it. nobody reasonably expected them to and it would be completely against their own interest to do so.

re: the OP, there is literally nothing anyone can do except to literally destroy the internet. the idea that these "data vaults" are centralized is deus ex level fantasy, you'd pretty much have to destroy the world's digital infrastructure, which would probably bring about global societal collapse.

They could just be done with it and not even care for the rest of their lives because you wouldn't need anymore stuff to be made as we've made so much, if they only had a few thousand elite running around using what's already made.
