Windows 10 sometimes work autonomously. If certain factory settings are disabled w10 may notice this and enable them but if you disable them again w10 usually ignores that forever. Location settings are not bad by any means but might consume more power and internet data because your pc will constantly keep sending app location data to certain servers. Just go to windows settings and disable that shit, its kinda useless.

Command prompts are normal thought. If w10 enables something it usually does so by executing a couple of commands via cmd prompt so as a result you see multiple black windows pop up for milliseconds.

Worst case scenario is a virus but ive heard lots of people complain that windows 10 does this sometimes.

You can also check your event viewer and see if something was scheduled to happen. Google it, there plenty of sources on the internet that can explain how to use the event viewer

You can disable some services or just learn to use event viewer. Alternatively you can modify your windows so that no one will ever be able to track your activity but thats difficult to do properly
