Booze is a luxury and even during war people do want it. Cigarettes are the same, easy to acquire more wealth when smokers will pay anything to get their nicotine dose.
Sugar, people love sweet and if things go really bad I highly think state has more important things to import than sugar. Same thing with coffee it can become a rare luxury during hard times and thus good thing to barter with.
Other things I'd buy are matches, soap, salt, desinfectants, medical equipment.
