I have the same issue OP. The chin's not even that recessed but my body stores all the fat into the lower jaw area.

You're fucked without either losing either more weight or liposuction. Then again, that's not necessarily a permanent solution, so I'd talk with a cosmetic surgeon who is more likely to figure out the problem (either fat stores or loose skin).

I stopped worrying about being skinny until I can afford lost of cosmetic surgery.

It's genetic. I.E. you need forcible correction. Either reconstructive surgery or I believe chin injections are a thing now but only last a few yrs. You can do chin exercises but the difference in appearance vs time and energy isn't logical. It can also fuck your jaw up if you're prone to it.
