really pepe/wojak didn't become "characters" until recently. within the last 3 (?) years for sure.
up to that point they were recognized as memes, but they didn't need "names" because they were more clearly tied to whatever emotion/feel they were intended to convey, which was always context-dependent.
so they never needed to be called wojak or pepe because nobody ever felt the need to refer to them by given names, they were just collectively understood symbols for sadness, angst, malaise, etc.
you see this kind of stuff taken to an extreme with the present interest (apparently unironic) in "pepe lore" and stuff like that. i assume /pol/ and their autistic meme cargo cult thing has a lot to do with this, but i think people have been trying to build coherent identities for pepe/wojak for years now (where they used to be unnecessary) and i'm not entirely sure why things changed

I think they really started to develop into "characters" 3 years ago, at least on /r9k/. I've been here actively since late 2011 and I think it wasn't until early 2014 when people started to post fan fiction about the two memes. The name Pepe took off on /r9k/ in 2013 or late 2012 and Wojak followed in 2013-2014.
