I cleared up my dandruff within a year using only cold water on my scalp, no hair product at all. And I used to have a miniature snowstorm when I rubbed my head, like OP's pic

Also, 1/2 organic apple cider vinegar 1/2 warm water is a good conditioner to stimulate the scalp, add shine and reduce frizz (if you have curly or long hair)
