There's no reason to run tor through a VPN. It doesn't help and for all you know it could be used in some kind of attack against you in the worst case.

Tails in a VM is better than just using a Tor browser, but you're better off just booting on real hardware. Even Tails will notify you of this on startup if it detects you're in a VM.
