I think it elaborates on the notion of mechanical philosophy, the thought that the universe acts as a machine and that therefor all parts are inherently connected (like cogs in a great machinery) and everything is therefore also explicable through mere observation.

People like Kant however, believed there was a noumenal world (Ding an Sich) which we are only able to observe through the fenomenal world, the world we observe (which in essence is only a combination of the Ding an Sich and our own coginitive abilities).
