Well it does cause throat cancer if smoked. Smoke is carcinogenic. It's just less likely to than say regularly smoking tobacco. Because you smoke less often.

There is no strong evidence that that is the case. Simply because a complex substance containing some chemicals that increase your risk of cancer in in isolation does not mean the entire substance, consumed in a particular way, will actually increase your risk of cancer.
