probably collecting cp, but i quited that shit a year ago , except for japanese/korean cp wich is my favourite and some Laura B / Oxy pics (my waifus) but those last are both legal so no weight on me and the asian stuff for some reason doesnt make me feel sick as regular cp used to, maybe because i don't see asian kids on a daily basis to make me feel guilty who knows

I doubt they'd bother since he's (ostensibly) only downloading the pics. Investigations can get pretty expensive, so my guess is that the authorities focus their resources on the people that actually make cp. Unless of course the guy in question is a MadThad-tier retard and makes it really easy for them.
