It's raining hard outside and I full bag of rubbish. I don't want to keep it inside of house, but I also can't access the rubbish can outside without getting soaking wet and cold.
Is it legal to leave the bag of rubbish on my front porch and wait for the storm to die out before taking the bag of rubbish to the rubbish can?

I'd ask you why you would even think that would be illegal but I'm assuming you're a bong from the whole "rubbish" thing, and I know Britain has been going full retard in a lot of ways.
I'd assume that unless if you have a combat spoon on you you'd be alright.

because it might be a form of littering and if a copper sees it they might knock on door and ask why you have rubbish on front porch.
leave the door at a 360 degree angel and make sure the rubbish is half way inside the door and half way outside the door
