No if anything it's a deterrent.
I read that new Jimmy carter book recently and it says that when the state allowed the death penalty that crime rates would begin to rise or something because they started to think its okay to kill if the state can do it.

Yes. If you think the cops will kill or hurt you, yet you're still willing to commit crimes, then you'd probably be more likely to resist them with violence.

No offense, but I don't think that a politician driving an agenda is the best source to listen to for unbiased advice.
Those directly working in the criminal justice system who aren't political hacks would be a much better source on the matter. I'm not saying Carter's wrong, per se, just that I don't trust his word at face value. People see the world they want to see the world, after all.

Yes, but how do you fix it? If the police suddenly put on the kids gloves, do you actually think the gang bangers and other criminals would follow suit?
