That's the key thing to remember, it taken under incandescant lights, not outdoors.

Some peoples brains interpret that light blueish color as white, since, outdoors, white objects reflect the sky and have an off blue color. But this has been taken indoors. It's a bit overexposed, so the blue is that light sky-blue color, and the reflection of the light in the black bands is exagerated
