Liberals actually:
1) Believe this article to be real, despite the fact that withholding information from the president would be entirely pointless if you leaked information that you aren't telling him everything.
2) Think that an organization that doesn't answer to the highest authority in the land(the representative of the people) is a good thing.

Number 2 already exists m8 its called the CIA. Their only obligation is to "advise senior US policy makers on foreign entities" or something like that. But its entirely up to them who they really want to talk to and what they really want to share.
This is why none of them were punished for withholding info about the torture program, they're not required to share anything they don't wanna share. If it was discovered they withheld something that directly lead to a serious national security issue the people involved could possibly be accused to treason but short of that they can say/not say whatever they want to whoever they want in government.
Was probably set up like this so politicians always have plausible deniability.
