I am turning 23 in a few months and if I told someone I was 15, they would believe me.

I have maybe 10 black hairs on my face, no facial hair except for that. I am also tall and skinny.

Is this what happens when you are low test?

I literally see 16 year old guys who look much older than me, with muscles and beards.

What have I done wrong? How can I change this? Is it because I have masturbated too much over the years?
