25 yo here, don't repeat my mistakes. There were 2 or 3 girls that were most likely interested in me, but nothing ever happened because I would avoid speaking to them. I sat next a qt asian chick for an entire semester and barely uttered a word to her.
College is ez mode for meeting people since you are put in contact with them and automatically have something in common. Just make some comment about the class, joke about a professor etc, and it'll go from there.
