technically nothing about Z should be canon, but even if it was it shouldn't stop at Frieza, cause there is a passing the torch story arc to Gohan that is not completed by the end of the Frieza saga. The Cell saga is the culmination of that plot thread, and makes a good end to the show, and even if THAT is not the end of the show, the Buu arc shouldn't have happened like it did because it undoes all that work to make everyone but Vegeta and Hercule stupid.

Basically there are multiple points where the dragonball story got changed. So yes everything is equally canon during and after Z including GT and Super.
