I feel you, it definitely got noticeable around 2013. 4chan as a whole evolved more and more slowly since hackers on steroids was a thing. I think it's because the newfags who come and stay got bigger in number than those people who defended board culture, essentially losing it.

It's not just 4chan. The internet itself has become so mainstream that any interesting/original/funny thought or joke is instantly cross-pollinated all over the web. Even the obscure/absurd stuff is quickly shared and mutilated to the ground. And this kills the sense of community, thus decreasing the motivation to create anything.

"Memes" used to be inside jokes of an internet community. They remained funny because the people who posted/edited them understood the meta-physics behind them. They understood what made the particular meme funny because it actually resonated with them. It wasn't just a funny picture on 9gag, it was something that a similarly minded person had created specifically for people like him. As pathetic as it sounds. Memes meant something to the people laughing at them. There was a history and a context to them.

I'd argue that /pol/s undeniable originality is largely because they have kept their independence from the rest of the internet. Their humor and language is so absurdly offensive to your regular normie that they simply can't share it on every fucking platform they know of.

TL:DR; Normies destroyed the internet and the golden age of fun is never coming back.

So if /pol/ or Old /b/ isn't your cup of tea, you're out of luck I suppose. There are much less Generic Non Affiliated Memes of quality being made. Too many of the memesters have gotten wrapped up in the /pol/ shit for now.

Maybe in a couple of years if things settle down they'll drift back to other boards and generate better content.

Some boards are really, really struggling - Not just from moderation that killed the culture, but just the influx of newer non-4chan types - /tv/ is one of the biggest cases. It's really, really taken a dive. Not just in terms of memes or culture, but also just in general - no real film discussion, just chatting about the latest blockbusters and celebrity gossip.
