When I was in highschool and college I remember being able to look people in the eyes as long or longer than they could, but now I'm one of the ones who just instantly looks away.
Usually I try and avoid looking directly at anyone at all because I don't want to look them in the eye or have them look at me.

I hate going outside.

They're most likely slightly uncomfortable with direct eye contact and unable to fully maintain it. I don't think it means anything special whatsoever.

Well, the way I envision it anyway. I've got no clue otherwise, whenever I make eye contact with people I don't know (seldom happens) they just look way.

Like the other person said, it is like a respectful acknowledgement, something you do with a stranger. If they tilt their head up and then down it is more friendly, like "What's up bro"
