I'm not educated enough for all the details but basically the government can have a service which you call for escorts. There's an online site and you see an escort you like and place a request for an appointment. Women who'd want to participate in safe prostitution and earn cash quickly sign up for this service and sign a contract; they give the government a part of their income. The government can then do background checks on the person requesting the escort and if they see they have no record of violence, the escort may proceed to visit said clients.
