Take lessons and find a genre you fit in. Literally everybody can develop a good ear which will culminate in a better drive of ones voice. Youtube tutorials are a good start. Singing isn't as easy as the memes make it out to be and no good singer is born.

>been learning pentatonic and blues scales on an off for a few years
>sound pretty decent on acoustic and electric; I can play around others and feel confident

Nevermind that I don't have natural singing pipes, my voice can't stay in tune when I'm playing for some songs. Singing and playing aren't as easy at it looks.

I just want to play in a noise rock or bluegrass band desu.

Yes I have although i am a drummer but in my college plenty of people study singing and you wouldn't believe how many lost causes choose this path. Then again singing as almost everything in music depends completely on technique so even those lost causes manage to develop just fine into proper singers.
