Outside of tough anti-adultery laws, I don't think there's much that could be done. It's still worthwhile to stop the industries that glorify the practice.

I also think it should be regulated in such a way that it stops demeaning its viewers. there should be a max penis length for porn actors, a ban on depictions of adulterous sex/cuckoldry, a ban on implants and other cosmetic surgery, an attempt to make interracial porn less political/aggressive, etc.
