You don't need to drink enough to get addicted to warm your hands up. A couple strong beers or shots of hard liquor will keep you warm for a couple hours.

You can do wrist exercises to get your blood flowing, or even just warm your hands with running water, but nothing works as well as booze. I was even prescribed vasodilators for this problem, and they don't work half as well as alcohol.
