Boats? If we're talking strictly fuel consumption to cargo capacity, sailboats use zero fuel and can carry some cargo. I don't know for sure because I'm not autistic, but I think even engine-powered freight ships carry a lot of cargo while using not that much fuel. I imagine they take advantage of ocean currents and trade winds when they can.
